Higher Opportunities for Private Education (HOPE)

The HOPE programme is established to coordinate the placement of students who are unable to secure a place in local public universities in Malaysia (IPTA), into academic programmes offered by local private universities, university colleges and approved colleges (IPTS).

Students enrolled by the consortium are eligible to pay ’subsidised fees’ arranged by the foundation, which is comparable to those charged by local universities.

The foundation is also able to introduce and recommend various funding and loans by financial bodies and institutions to ensure that quality education is within reach of all Malaysian SPM and STPM school-leavers.

Opportunity Initiative Award

Opportunity Initiative grants are support for talented international students who may need financial help to take the next steps toward study in the United States at an accredited institution of higher learning.

These grants are available now to help cover the upfront costs of seeking higher education in the U.S., and are part of EducationUSA’s broad range of assistance to international students.

We want to demonstrate that international students like you are welcome in the U.S., and increase access to U.S. institutions of higher learning for deserving students who have broad interests and ambitions but modest means. These grants make it possible for students who would be otherwise unable to afford the costly application process to take the next step toward an education in the United States.

Skills Development Fund

The Skills Development Fund Division is entrusted to disburse loans from the Skills Development Fund to students pursuing technical and vocational courses in public and private training institutions. This Fund takes effect from 2nd January 2001. However, the loans are available only for courses accredited by the National Vocational Training Council which meet the requirement of the Malaysian Skill Certificate Level 1 to 5.

The loans will be given to Malaysian full time or part time students in public and private vocational and technical institutions. The maximum loan available will be RM5,000.00 per annum and will be for the duration of the accredited course. An administrative charge of four per cent per annum will be levied on the loan. The loan is repayable over a maximum period of 15 years. Repayment of the loan to the Fund has to commence six months after the completion of the course or when the borrower starts working, whichever is earlier. There must be two guarantors for the loan. The loan application forms can be downloaded from the Ministry’s website and from the Division (with a self addresses stamped [35 cent] size 165mm x 229mm envelope if by post) at the address given below:-

Skim Pinjaman Yuran Pengajian Ijazah Pertama Di Luar Negara Kelolaan JPA

Jenis-jenis pinjaman yang tawarkan adalah seperti berikut :-

Pinjaman Khas Perubatan

Pinjaman ini dikhaskan untuk pelajar-pelajar yang mengambil bidang perubatan, pergigian dan farmasi di luar negara. Pelajar-pelajar yang mendapat kemudahan pinjaman ini boleh dikecualikan daripada membayar balik pinjaman sekiranya pelajar bersetuju mengikat kontrak untuk berkhidmat dengan Kerajaan Malaysia selama 10 tahun selepas menamatkan pengajian dengan jaya.

Pinjaman Biasa

Pinjaman ini terbuka kepada pelajar-pelajar di dalam bidang-bidang lain yang diberi keutamaan selain daripada perubatan, pergigian dan farmasi. Pelajar-pelajar yang mendapat kemudahan pinjaman ini dikehendaki untuk membayar balik keseluruhan jumlah pinjaman selepas menamatkan pengajian.

Permohonan Skim Pinjaman Yuran Pengajian Ijazah Pertama Di Luar Negara Kelolaan JPA boleh dibuat mulai SEKARANG.

Kuok Foundation Educational Awards (Malaysian Public Polytechnics)

KUOK FOUNDATION BERHAD invites applications from January intake students of Malaysian Public Polytechnics for the above awards.

Awards of RM5,000 per annum each will be offered to successful candidates.

Conditions For Application

  1. Applicants must be Malaysian Citizens.
  2. Applicants must have credits in at least 3 subjects namely, either Bahasa Malaysia or English; either Mathematics or Science and one other relevant subject in their SPM OR an overall grade of at least 2.8 and above in their latest Polytechnic results.
  3. Kuok Foundation Awards are for needy students only.
  4. Students who are already in receipt of other educational awards such as JPA loan, State loan etc. should not apply for the above awards.

Kuok Foundation Postgraduate Awards

In order to help ease the critical shortage of scientists and researchers in Malaysia, Kuok Foundation Berhad is offering the above study award to academically outstanding young Malaysians intending to pursue M.Sc. or Ph.D by full-time research in Engineering, Science and Technology at approved Malaysian Public Universities and Multimedia University. Upon completion of studies, the scholars must remain in Malaysia to work for the public or private sector for a minimum period of 5 years.

Applicants must meet the following requirements:-

  1. Age of M.Sc. candidates - not more than 30 years
    Age of Ph.D candidates - not more than 35 years
  2. Qualifications for M.Sc. candidates - Bachelor’s Degree with at least a Second Class Upper Honours or CGPA of 3.5 and above in the relevant fields.
    Qualifications for Ph.D candidates - Master’s Degree in relevant fields or Bachelor’s Degree with First Class Honours or CGPA of 3.7 and above in the relevant fields.
  3. Must not be bonded to or be in receipt of any financial aids or awards from other organizations/institutions at time of application.
  4. The research area proposed must be relevant to the country’s needs, for example, biotechnology, composite materials, advanced materials, environmental technology, marine & aquaculture technology, poultry & poultry based products and resource-based products.
  5. Shortlisted candidates may be required to give a short presentation of their research proposal.

Type of Award
Half-loan Half-grant Study Award. Loan portion of the study award is interest-free and repayable by monthly installment upon graduation.

Value Of Study Award
For Master’s Degree, maximum RM28,000/- per annum for up to 2 years
For Doctorate, maximum RM38,000/- per annum for up to 3 years

Sarawak Higher Education Fund Charitable Trust (HiED)

HiED invites students pursuing courses in Engineering and Quantity Surveying at Institutions of Higher Learning in Sarawak* to apply for a Study Loan.

Details are as follows:
Level of Study

  • Certificate (at Politeknik Kuching & Mukah and ICATS only) or;
  • Foundation or;
  • Diploma or;
  • Bachelor’s Degree.

Qualifications of Applicant

  • Malaysian citizen domiciled in Sarawak, and/or Sarawakians;
  • Should not be a loan or scholarship holder from any other Fund or Sponsor;
  • Meet entry requirements and study full-time.

Application Requirements

  • Either the applicant, father or mother was born in Perak.
  • Applicants age on 1st Of July currrent year:
    Diploma - not exceeding 26 years old or 41 years old for government servant.
